The scope of this document is to define an assessment method, in line with the current state of science, to quantify the risk of skin penetration of non-lethal projectiles. The method is based on impacts on a surrogate. The penetration criterion comes from nonlethal projectile impacts on PMHS [1, 1, 3, 3, 3]
