scope:
PURPOSE.
This Instruction establishes the Planning, Programming, Budgeting, and Execution (PPBE) process as the system through which the United States Coast Guard allocates resources among its constituent programs and directorates, executes those resources in accordance with law and policy, and evaluates the effectiveness of resource execution with a focus on efficiency and future strategic requirements. The Instruction outlines the process, including milestones, deliverables, and decision points for the development and execution of the budget, in alignment with References (a)-(d).
