scope:

Scope and Applicability.

a. This instruction applies to all Office of the Chief of Naval Operations (OPNAV) N-codes, echelon 2 commands, numbered Fleets and program executive offices (PEO) that are involved in the development of an end-to-end logistics C2 capability across domains covering all processes, materiel and commodities.

b. This policy governs the development and integration of logistics C2 technology in order to meet the intent of references (a) through (d).

c. Logistics C2 technology includes tools that allow operators at the operational level and tactical level and strategic decision makers at higher echelons to make informed decisions regarding operations, logistics planning and execution. Examples include, but are not limited to: common operating picture tools, data driven decision aides and control towers.
