This document applies to Tunnels managed by Network Rail. 

The control framework set out in this document excludes the following:

  a) Occupational health and safety requirements for applying controls;

  b) Commercial and contractual responsibilities.

The requirements for the management of Buildings and Civils Infrastructure are set out in NR/L1/CIV/001.

This document does not cover specific requirements for the Examination, Design or Assessment of Tunnels. See reference documentation for applicable standards.

Purpose 

To set out the approach for the management of Tunnels through their lifecycle to support Network Rail's Tunnels' Asset Policy and Asset Management Strategy. 

To provide a control framework to support the operating business to deliver safe, reliable and sustainable Tunnels
