This module is applicable to the Supply Chain Operations managed fleet where Network Rail is identified as the Entity in Charge of Maintenance (ECM) on the National Vehicle Register (NVR).
This module is applicable to all SCO teams responsible for the engineering and management of SCO T&RS and OTM assets.
SCO owned assets which have a third party ECM identified in the NVR are not in scope of this module.
This module is not applicable where there is a change to Network Rail's identification as the entity in charge of maintenance (ECM) on the National Vehicle Register (NVR).
On-Track Plant (OTP), Mobile Depot Plant (MDP) and Fixed Depot Plant (FDP) are not in scope of this module.
Purpose
This module provides requirements and procedures to enable Supply Chain Operations (SCO) to comply with Railways and Other Guided Transport Systems (ROGS), with the requirements of NR/L1/RMVP/0001 and NR/L2/RMVP/0090 (where specified) and enables the implementation of an ISO 55001 compliant Asset Management System (AMS) within SCO.
This module details the procedure by which the changes in control and asset responsibility of SCO vehicles and assets are recorded. This includes transfers of responsibility between the following:
• Network Rail Function
• Network Rail Project
• Rail Vehicle Supplier
• Contractor
• Rail Vehicle Maintenance Supplier
The Handover/ Handback procedure provides instructions to allow the;
a) Handover/Handback for SCO Rail Vehicles and assets whenever there is a change of requirement for the use of a Rail Vehicle between Network Rail functions or where a Rail Vehicle or asset is to undergo overhaul, heavy repair or modification.
b) A Rail Vehicle or asset may transfer internally within Network Rail, to/from a Rail Vehicle Maintenance Supplier, to/from a Rail Vehicle Supplier, to/from a Contractor, or to/from another Operator, without a change of entity in charge of maintenance (ECM) on the National Vehicle Register (NVR).
The application of the requirements and procedures contained within this module mitigate the following high-level risks:
a) Non-compliance with legislation and regulatory requirements.
b) Maintenance safety risks posed to staff undertaking maintenance on Network Rail On Track Machines (OTM) and Traction and Rolling Stock (T&RS) assets
c) Operational safety risks posed by Network Rail OTM and T&RS assets when operated on Network Rail managed infrastructure.
