PURPOSE.
This Instruction establishes policy and provides guidance for administering the Coast Guard's External Affairs Awards Program in conjunction with References (a) through (c). The External Affairs Awards Program consists of the John J. Jaskot Governmental Affairs Officer of the Year Award, Chief Journalist Alex Haley Award, Commander Jim Simpson Award, and Public Service Awards.
