Scope and Applicability.
Enclosures (1) through (3) define the ROC and POE for the ships assigned to the MPF and T-AVB per reference (a). Administrative control and life cycle management of all ships in the MPF are provided by the Director, Ship Management, under the pre-positioning program. The T-AVB ships are U.S. government-owned, manned by civilian contract crews under the operational and administrative command of the Commander, Military Sealift Command (MSC) in their role as the United States Transportation Command (USTRANSCOM) and the Maritime Administration. The guidelines annotated within subparagraphs 3a and 3b apply to the format and interpretation of the ROC and POE:
a. This instruction applies generically to all MPF squadron configurations and T-AVB ships. There is no requirement for specific ROCs and POEs tailored to each configuration. Where significant capabilities exist in a class of ships, specific ROCs will be annotated as applying to that class.
b. MPF and T-AVB ships are civilian manned and operated per requirements imposed by regulatory bodies, port states and applicable operating contracts. The conditions and reporting symbols in this instruction are to be interpreted as defining the level of functional capability to be achieved, but will not determine the manning levels for these vessels as the manning of these ships may increase during certain cargo operations or upon the arrival of the offload preparation party or employment preparation party.
