Purpose of this Order.
This Order establishes the Federal Aviation Administration's (FAA's) agency-wide Paperwork Reduction Act of 1995, as amended, (PRA) Policy. Federal Agencies are required to minimize the paperwork burden on the public in accordance with the PRA (44 United States Code (U.S.C.) Chapter 35) and Title 5 Code of Federal Regulation (CFR), Part 1320.
a. A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the PRA unless that collection of information displays a currently valid Office of Management and Budget (OMB) Control Number. This Order authorizes the FAA PRA Program office within the Finance and Management Staff Office to oversee the FAA's compliance with the PRA. The PRA Program office issues guidance and provides oversight to fulfill the FAA's information collection requirements.
b. The head of each LOB, SO, or other FAA organization is responsible for appointing an FAA employee within the organization who is responsible for PRA compliance, including Information Collection Request (ICR) into the Regulatory Information Service Center (RISC) and Office of Information and Regulatory Affairs (OIRA) Consolidated Information System (ROCIS) ROCIS training.
