Scope and Applicability.

Purpose.
a. Based on requirements in references (a) through (n), required operational capability for protection (ROC-P) levels have been established to support mission assurance (MA), emergency management (EM), force protection (FP), antiterrorism (AT), physical security (PS), law enforcement (LE) and other protection responsibilities for Navy installations, activities and military and civilian personnel.
b. Major changes in this revision include:
(1) Policy title amendment from "Required Operational Capability Levels for Navy Installations and Activities" to "Required Operational Capability Levels for Protection for Navy Installations and Activities" to prevent confusion with the required operational capabilities and projected operational environment Program;
(2) Clarification that the ROC-P process applies only to Navy activities and personnel; non-Navy tenants with protection requirement concerns must address those concerns by other means;
(3) Amendment to the definition of ROC-P level 5 installation or activity;
(4) Removal of the voting process for changes in ROC-P designation;
(5) Changes in the classification and distribution control of ROC-P assignments;
(6) Addition of the requirement for Navy component commanders (NCC) to be included in the process for recommended changes to ROC-P levels; and
(7) Definitions (enclosure (2)).
