Purpose
This pamphlet describes procedures necessary to develop and execute an effective Army Foreign Language Program to include the use of military, Department of the Army (DA) Civilian, and contract linguists. It establishes procedures for the management of Army language dependent Soldiers, language capable Soldiers, DA Civilians, contract linguists, and command language programs (CLPs) for all Army components. The CLPs facilitate foreign language refresher, remediation, sustainment, enhancement, and cross training of assigned linguists.
