The provisions of this Code of Practice apply to all Railtrack Infrastructure Maintenance Contracts.

Purpose

To set out a recommended procedure for the preparation of tender documentation, the tendering process and the letting of new Infrastructure Maintenance Contracts to a programme which allows an adequate Mobilisation Period and ensures that transfer of responsibilities from the Outgoing to the Incoming Contractor can take place. During the Mobilisation Period the Incoming Contractor must be allowed sufficient opportunity to familiarise himself with the Contract Area in a "shadowing" capacity and be given access by the Outgoing Contractor to all necessary information to enable him to assume his full responsibilities under the new Contract from the date for Commencement of Asset Maintenance. In the event of unforeseen delays occurring in the award of the new Contract or the Incoming Contractor failing to mobilise then a Contingency Plan is required to ensure that the assets continue to receive adequate maintenance and remain in a safe and operational condition.
