ABSTRACT

Recent updates to U.S. Department of Defense (DOD) policy place greater emphasis on achieving and maintaining the "resilience" of the energy and water systems that support our installations. While previous goals, which stressed reductions in the use of resources and increases in the production of renewable energy, allowed for relatively straightforward quantification metrics, the metrics related to energy and water system resilience have not been well developed yet. This work presents a framework for assessing installation or community-scale resilience using a quantitative approach that scores the installation in four resilience subcategories. This work presents the approach, which was applied as a part of Installation Energy and Water Plans (IEWPs) on six installations and discusses some of the resulting recommendations.
