Overall Organization, Publication Schedule, and Formats

The Standard Specifications for Transportation Materials and Methods of Sampling and Testing, and Provisional Standards are divided into three parts. Part 1 contains specifications and practices for materials; Part 2, methods of testing and specifications for testing equipment; Part 3, provisional specifications, practices, and tests. Many standards contain both U.S. Customary and Metric units of measure. A number of standards were included in this publication at the request of the AASHTO Committee on Bridges and Structures.

Annual Adoption of These Standards and the Release Schedule

Since 1993, AASHTO has published material specifications and test methods each year. The Association's 52 Member Departments vote on the annual revisions before publication of each new edition. To be included in standards of the Association, revisions must be approved by at least two-thirds of the Member Departments.

The standards have undergone several changes in format and release schedule over the years, responding to changes in technology and user preference. In late July, the downloadable PDF formats are released: the three-volume digital compilation and the individual standards. In the fall, the print compilation is released as a five-volume set. All formats of the current edition are available for purchase from AASHTO's Store at store.transportation.org. Archived PDF compilations of the 34th through 41st Editions are also available.

Authorship

General jurisdiction over Association standards in this field rests with the AASHTO Committee on Materials and Pavements, which has members representing each of the 50 States, the Commonwealth of Puerto Rico, and the District of Columbia that constitute the Member Departments of the Association, and the U.S. Department of Transportation. In addition, the Committee has representation from several Associate Members, including domestic regional and international transportation agencies. Each standard header includes the number and name of the technical subcommittee responsible for content in that subject area.

Technical Changes

A summary of this edition's changes is shown below. A List of Technical Changes to the current edition is provided. It consists of tables of those standards that have been revised, reconfirmed, reclassified, editorially revised, or discontinued, with details of the revisions or other actions taken.

Parts 1 and 2: Specifications, Practices, and Test Methods History

The Specifications, Practices, and Test Methods History shows all materials specifications, practices, and test methods that have been published as part of the AASHTO Standard Specifications for Transportation Materials and Methods of Sampling and Testing from its first publication in 1931 through the current edition.

The chart shows each AASHTO standard, in numerical order. Information includes the standard's original and current titles, the year it was adopted, and its current status. For standards that are no longer active, the chart also shows the year the standard was discontinued and also the reason for its discontinuation, if known. If a substitute standard-either from AASHTO or another organization-has been identified to be used instead, its number is also provided. Finally, the Notes column contains any other relevant information about the publication history of the standard.

Part 3: Provisionals History

The History of Current and Former Provisional Materials Standards shows all provisional materials specifications, practices, and test methods that have been published since 2000, whether in an earlier standalone edition of the AASHTO Provisional Standards or in a most recent, combined edition of Standard Specifications for Transportation Materials and Methods of Sampling and Testing, and Provisional Standards.

The chart shows each AASHTO provisional standard, in numerical order. Information includes the provisional standard's title and the first year it was published. If it is no longer published as a provisional, it also includes the provisional standard's final disposition (adopted or deleted), the disposition year, and its full standard number(s), if any.

Types of Updates

A full or provisional standard is designated as revised if technical changes have been balloted and approved by the Subcommittee. A standard is designated as reconfirmed if it has undergone technical review to determine that it is still up to date and in use, and that it does not require revision; such a review is required:

• every four years for a full standard, and

• every one or two years for a provisional standard, depending on its progress through its 8-year provisional life cycle.

If a standard is no longer used, it may be discontinued by Committee vote, in which case the standard header alone will be published that year with a notice saying that the standard has been discontinued and giving a brief explanation as to why. In subsequent years, the standard will be deleted from the publication, meaning that it is no longer maintained by the Committee. A discontinued standard will appear in the subject and numeric Tables of Contents with "Discontinued" immediately after its designation number. Any deleted standards will be listed separately the first year they are not included; in subsequent years, they are not listed.

Likewise, if a standard is reclassified from one standard type to another (specification/practice/test), this action is undertaken by Committee vote. The standard header alone will be published that year with a notice saying that the standard has been discontinued and giving the new standard number. In subsequent years, the old standard will be deleted from the publication. A reclassified standard will appear in the subject and numeric Tables of Contents with "Reclassified" immediately after its designation number. Any reclassified standards will be listed separately the first year they are not included; in subsequent years, they are not listed.

ASTM Equivalency

Many of these standards agree with those of the American Society for Testing and Materials (ASTM). In all cases where the Association and ASTM standards are technically identical, or substantially identical with some changes, reference to the ASTM designation number is shown in the heading of the standard.

In earlier editions, AASHTO printed ASTM standards that have been adopted by AASHTO and given an AASHTO designation. This was done under a long-standing copyright arrangement between AASHTO and ASTM. Starting with the 31st Edition, this arrangement no longer applied and AASHTO-approved ASTM standards can no longer be printed. Instead, the AASHTO standard includes the corresponding ASTM designation number and any AASHTO exception to the ASTM standard. These exceptions can be downloaded free of charge from the AASHTO Store at store.transportation.org and are also provided in this publication as a convenience to our readers. The ASTM standards can be purchased from the ASTM website.

Mandatory and Nonmandatory Additional Content

Per the AASHTO Publications Style Manual and Process Guide and the Committeeʼs guidelines, standards may include supplementary requirements, annexes, appendixes, and notes. Some are mandatory and some are not:

• Supplementary requirements apply only when specified within a contract.

• Annexes are mandatory requirements.

• Appendixes are nonmandatory information.

• Numbered notes, whether within the text or listed as endnotes, are nonmandatory, explanatory material.

• Lettered notes in tables and figures are mandatory except when the tables and figures occur in appendixes or in supplementary requirements not specified within a contract.
