This is a high-level description of the systems and missions considered for the CRA effort. It should also identify the goals and objectives that are driving the team to conduct a CRA for this system at this time. If there are specific threats that are deemed out of scope for the effort, those caveats should be made here. This should also clearly describe the mission- and system-scoping effort of the assessment, clearly defining which portions of the system are "in-play," and which mission (thread[s]) they support.
