This Standard is mandatory on Network Rail and its Contractors involved in the telecommunications testing and commissioning process as defined below.

This Standard applies to all newly installed equipment/systems and to modified or upgraded equipment/systems, including minor works (new works), however excludes maintenance and faulting activities such as like for like replacement (i.e. activities associated with NR/L2/TEL/31001).

In support of this standard, the following forms have been added:

• NR_L2_TEL_30098_01 PICOT nomination

• NR_L2_TEL_30098_02 Template Test and Commissioning Plan

• NR_L2_TEL_30098_03 Progressive Completion Certificate

• NR_L2_TEL_30098_04 Testing and Commissioning Resources Sheet

For non-safety related telecommunications equipment/systems the design contractor or installer may undertake the testing and entry into service activities subject to agreement by the Telecommunications Project Engineer (Telecommunications PE). The Telecommunications PE and the Person In Charge Of Testing (PICOT) agree the level of testing activity and documentation required for non-safety related telecommunications equipment/systems.

This Standard does not cover:

a) the testing of train borne equipment

b) testing undertaken on day-to-day maintenance or repair (see NR/L2/TEL/31001 Telecom Maintenance Testing and fault investigation process.)

c) contractual Health and Safety Requirements

d) the design of telecommunications equipment and systems

e) the installation of telecommunications equipment and systems (see NR/L1/TEL/30029 Telecoms Installation)

f) the handback of new or modified assets to maintenance (see NR/L2/MTC/088 Responsibility for Maintenance if Changed Assets)

Purpose

The purpose of this standard is to detail the procedure for Testing and Commissioning of telecommunications equipment and systems installed on Network Rail controlled infrastructure.

This standard identifies the need for a Test and Commissioning Plan, the content of these documents, and the roles and responsibilities of the people involved in relation to this standard.
