The scope of this procedure is limited to RT1A Infrastructure Maintenance Contracts. The procedure establishes the minimum monitoring requirements for RT1A contract management systems including those which are based at the contractors' headquarters. It also defines end product checks which are necessary to confirm the effectiveness of such management systems.
The procedure explicitly excludes extreme conditions, emergency situations or unplanned shutdowns where additional or specific monitoring may be required.
PURPOSE
This Procedure establishes the minimum requirements to provide confidence to Railtrack that the Infrastructure Maintenance Contractors' management systems are effective and their end products acceptable.
It would be impossible to monitor all activities across all contracts so a limited number of checks/audits are to be performed to provide confidence that the controls and end products of maintenance are satisfactory. The Procedure also provides the mechanism for specifying the number of checking activities for each contract based on the potential for loss to Railtrack. This loss is a combination of both the safety and commercial risks associated with identified contract activities.
This Procedure amplifies the requirements as shown in the IDEF Element Process Map Box No. 5.2.2 "Measure Contractors Compliance".
