Scope, purpose, and application

This International Standard applies to all mobile elevating work platforms (MEWPs) that are intended to position persons, tools and materials and which, as a minimum, consists of a work platform with controls, an extending structure and a chassis.

The technical safety requirements of this International Standard apply except where national or local regulations are more stringent.

This International Standard applies to MEWPs to achieve the following objectives:

a) prevention of personal injuries, property damage, and accidents;

b) establishment of criteria for inspection, maintenance, and operation.

Within this Standard, where ISO 16368 is referenced, CAN/CSA-B354.6 will be considered to meet the intent of ISO 16368.

Within this Standard, where ISO 18878 is referenced, CAN/CSA-B354.8 will be considered to meet the intent of ISO 18878.

Equipment classifications

MEWP classifications are made up of a MEWP group (platform location in reference to tipping line) with an associated MEWP type (reference to travelling).

CAN/CSA-B354.8 contains requirements for MEWP training. Both the group and the type of equipment for which training has been provided should be identified. See the figures in Annex BDV of this Standard.

Purpose

The purpose of this Standard is to specify the requirements for performance, inspection, training, maintenance, repair, and safe operation of mobile elevated work platform (MEWPs) to achieve the following objectives:

a) prevent personal injuries, property damage, and accidents;

b) establish criteria for inspection, maintenance, and operation;

c) help manufacturers, dealers, owners, users, operators, occupants, lessors, lessees, brokers, and engineers understand their respective responsibilities;

d) establish a process for reviews to verify compliance with this Standard; and

e) provide a guide for governmental authorities desiring to formulate safety rules and regulations.

Application

All provisions of this Standard apply to both new and existing units.

Terminology for Canadian deviations

In this Standard, "shall" is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; "should" is used to express a recommendation or that which is advised but not required; and "may" is used to express an option or that which is permissible within the limits of the standard.

Notes to tables and figures are considered part of the table or figure and may be written as requirements.

Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application.
