This procedure details the Technical Clearance process that shall be applied for new radio antenna systems, upgraded radio masts or other RF transmission equipment on Network Rail land or property. This procedure describes the process for technical clearance on a site-by-site basis only. It does not address approval of the radio system design, which is described in RT/E/P/02009 Engineering Management for Projects. This procedure does not include the technical clearance criteria for Wireless LANs, which will be addressed in a separate procedure. This document does not include technical clearance for radiating cable or masts /antenna systems off Network Rail land.

This procedure is written on the basis of acceptable field strengths, not equipment separation distances, so as not to place any restriction on the positioning of Signalling or Telecommunications equipment in any future renewals schemes.

Purpose

Network Rail operational Signalling & Telecommunications (S&T) systems, and other electronic systems could be adversely affected by Radio Frequency (RF) field strength levels, generated by new or upgraded Network Rail or Third Party radio transmitters. This is due to the electromagnetic emissions in the E -field. Network Rail as part of the new national GSMR network will be installing over 2000 new radio masts trackside and potentially a considerable number of Third Party commercial masts will be installed trackside by Network Rail Railway Estates, TOCs and FOCs. The purpose of this procedure is to detail the Technical Clearance process to ensure that the risk to Network Rail's operational Signalling & Telecommunications equipment is reduced to as low as reasonably practicable (ALARP).
