This specification applies to all employers and people who undertake maintenance, faulting, defect rectification and installation of Network Rail owned Telecoms infrastructure equipment on controlled infrastructure, unless the employer can demonstrate fundamental equality in the assurance of employee competence by using an alternative system. It does not apply to Telecoms assets that are leased from a third party.

Purpose

This specification sets out the minimum requirements for the training and assessment of people who undertake Telecoms engineering work on Network Rail controlled infrastructure. It defines processes that shall be implemented and the standards that shall be achieved to confirm that people who undertake Telecoms engineering work are competent to perform the work.
