This standard establishes a common set of criteria for emergency management and business continuity programs; mass evacuation, sheltering, and re-entry programs; and the development of pre-incident plans for personnel responding to emergencies.

Purpose.

The purpose of this standard is to provide the fundamental criteria for all-hazards preparedness, response, and resiliency program management; the fundamental criteria for mass evacuation, sheltering, and re-entry program management; and a process for the development of pre-incident plans to assist personnel with safe and effective incident management.
