All Coast Guard members are responsible for understanding the Coast Guard's sexual assault policy, the consequences for: engaging in any form of sexual assault, inappropriate sexual contact or other sexual misconduct; retaliating against a person who reports or provides information on an incident of alleged sexual assault; knowingly making a false accusation of a sexual assault; or condoning or ignoring sexual misconduct of any kind, including sexual assault and sexual harassment, as defined in References (a) and (b). Engaging in any forms of this behavior have an adverse effect on unit cohesion and mission success.

PURPOSE.

This Instruction provides Coast Guard policy for the Sexual Assault Prevention, Response, and Recovery (SAPRR) Program. The purpose of this program is to eliminate sexual assault within the Coast Guard and provide response services and recovery assistance when a sexual assault does occur. The Coast Guard shall achieve this goal by establishing and providing a culture of prevention, education and training, response capability, victim support, reporting procedures, and accountability to enhance the safety and well-being of all members. Coast Guard members (uniformed and civilian) must be thoroughly familiar with this Instruction.
