This document provides a method for assessing and mitigating risks associated with the application of using RST for technical communications, quality assurance, and surveillance activities. The results of applying this document are evaluation/assessment of process execution risks for a specific application of RST (i.e., use case), identification and documentation of process controls that are both generic and that directly mitigate the evaluated/assessed risks, and identification and documentation of continuous improvement expectations or requirements in an RST Plan. The requirements in the RST plan drive applicable controls in the RST processes. Collaboration among the participant(s) in the RST methodology, referred to as the "Interested Parties", is key to ensuring that all key characteristics and process elements have been identified, addressed, and/or evaluated. Minimum risk considerations are addressed to ensure the activity's objectives can be met without loss of data security or compromising personnel safety, products, and/or services.
