Purpose.
The instruction provides policy on negotiating and concluding international military telecommunications agreements and arrangements to sell or exchange telecommunications support or services to allow the transfer of data and voice traffic between the United States and regional defense organizations or friendly foreign nations. It also provides for delegation of authority for certain kinds of telecommunications agreements.
