This manual is applicable to all wheelsets and axle bearings fitted to Network Rail vehicles where the terms of the lease or hire contract make Network Rail wheelset maintenance standards applicable and Private Owner vehicles operated and registered under the Private Wagon Registration Agreement (PWRA).

Unless otherwise stated, all references to 'Network Rail vehicles' contained in this document relate to those rail vehicles owned, leased or hired by Network Rail including On Track Machines (OTMs) where Network Rail has engineering responsibility.

Further details relating to the Network Rail vehicles covered by the manual are listed in the Network Rail Vehicle Asset Register.

The applicable PWRA vehicles are recorded under the relevant Private Owner Agreement and identified on TOPS by the relevant Private Owner prefix code.

Purpose

This wheelset manual is written in accordance with the requirements of the Network Rail Level 1 Standards NR/L1/RVE/0001, Design and Acquisition and Engineering Change of Rail Vehicles, NR/L1/RVE/0002, Maintenance, Operation and Use of Rail Vehicles, NR/L1/RVE/0003, Assurance, Performance and Monitoring of Rail Vehicles, Railway Group Standard GM/RT2466, Railway Wheelsets and Guidance Notes associated with GM/RT2466.

It describes the engineering policies and process by which Network Rail demonstrates how the safety of wheelsets fitted to rail vehicles owned by Network Rail will be managed.
