Purpose.

This Circular provides U.S. Army Corps of Engineers (USACE) program and project management policies and practices to ensure that execution of the Fiscal Year (FY) 2023 Civil Works Program (CWP) is conducted according to the Energy and Water Development and Related Agencies Appropriations Act, 2023 (Division D of the Consolidated Appropriations Act, 2023 (per Sec. 1 of Public Law (PL) 117-328) and with Executive Branch policies. This document provides guidance and is not to be construed as an official legal opinion regarding any particular item in PL 117-328.
