Purpose.

This guide provides information on how the U.S. Army Corps of Engineers (USACE) incorporates life risk in the planning process for both new and existing projects, and in inland and coastal environments. Risk to human life is a fundamental component of flood and coastal storm risk management and must receive explicit consideration throughout the planning process. USACE planning studies consider and evaluate the economic, social, and environmental costs and benefits of a potential water resources project. Positive and negative impacts to life risk are considered alongside other social effects of the project.
