This document applies to both permanent and temporary staff employed to undertake the role of Project Engineer for periods of greater than 3 months.
Note: For assignments of less than 3 months, a duty holder letter shall be sought from a relevant designated assessor providing the assigned PE is demonstrably competent for that project.
This governance applies to those Discipline Engineers who may be required to undertake the role of Project Engineer 'Duty Holder' (depending on the scale/complexity of the project, as per figure 12.3 in Appendix C).
Purpose
The purpose of this document is to detail the process by which TfL assesses the competence of Project Engineer 'Duty Holders' and identifies their associated development needs and levels of delegated authority.
Adhering to the arrangements described within this document also enables TfL to:
a) Comply with the requirements of the HSE's Railway Safety Principles and Guidance, Part 3 Section A, the ORR Railway Safety Publication 1- Developing and Maintaining Staff Competence
b) Undertake the technical management of projects across TfL
c) Demonstrate the requirements of TfL's Pathway Project Management Methodology and TfL's Company Management System 'Manage Engineering Handbook' H-0018
d) Ensure the most appropriate deployment and matching of Engineering resource across TfL to fulfil the role of Project Engineer (PE).
