Purpose:
In accordance with the authority in DoD Directive 5143.01 and the April 28, 2020 Secretary of Defense (SecDef) Memorandum, this issuance establishes policy, assigns responsibilities, and provides procedures for defense intelligence and counterintelligence expense (DICE) authority pursuant to Public Law 116-92, also known and referred to in this issuance as the "National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2020."
