scope:

a. This COOP establishes requirements for all Navy JAG Corps components in order to ensure proper execution of the DON COOP responsibilities under cognizance of the Judge Advocate Genera suppor Event. suppor .1 (JAG) by providing leadership continuity and continuous .t of the OJAG and NLSC MEFs during a COOP Triggering Specific procedures for those personnel required to ,t OJAG MEFs are contained in Annex A.

b. It further mandates NLSC commands develop and maintain COOP procedures specific to their commands that will ensure continuity of MEFs and accountability for personnel. Uniqueness is expected as to the specifics of such procedures to account for variation in command structures and geographic circumstances, and to permit integration of each particular command's procedures with broader DON regional responses.

c. It also provides baseline objectives, OJAG/NLSC staff functions, and requirements for mustering, organizing, and directing all personnel via reliable, redundant communications. This plan may require evacuation'of DoD and other U.S. government facilities, relocation to alternate sites, or devolution of control and direction of MEFs and organizational responsibilities to another organization.
