scope:
Purpose.
To explain the integration of the Navy requirements management process and the Joint Capabilities Integration and Development System (JCIDS); and to assign or update responsibilities for all Office of the Chief of Naval Operations (OPNAV) organizations in support of JCIDS as detailed in reference (a) and amplified in reference (b), the Defense Acquisition System as described in reference (c), and the Secretary of the Navy implementation of JCIDS and the Defense Acquisition System as detailed in reference (d). This instruction establishes OPNAV policy for internal review and approval of JCIDS documents.
