PURPOSE.

This Instruction establishes policy and creates a program to identify, prevent, and manage stress reactions within the Coast Guard. The OSC program focuses on increasing psychological resilience and skill building prior to and after potential exposure to stress inducing events. The Coast Guard OSC program is modeled after Department of Defense (DoD) programs and doctrine within References (a) through (c). This Instruction also provides guidelines and outlines roles and responsibilities to standardize the Coast Guard OSC Program.
