scope:
This business process:
a) sets out the requirements for those persons conducting railway work activities
that require an Authority to Work;
NOTE 1: This is managed through the Sentinel Scheme to check they have the correct competency, medical and valid drug and alcohol test.
b) details the requirements that support the application and management of the Sentinel Scheme Rules that apply to Network Rail and its contractors.
NOTE 2: The Sentinel Scheme Rules defines the rules and mechanisms for compliance for the Sentinel Scheme, along with the consequences of breaching those rules.
NOTE 3: The Sentinel Scheme Rules also apply to those working on other Managed Infrastructures (MI) e.g. Transport for London (TfL), Transport for Wales.
It applies to:
1. all organisations undertaking the role of Sponsor;
2. all individuals holding a Sentinel card;
3. all parties involved in putting people to work safely on Network Rail Managed Infrastructures (NRMI).
This business process does not apply to those working on, or organisations involved with putting persons to work on, other managed infrastructure e.g., Transport for London (TfL). However, the Sentinel Scheme Rules will be applied via other standards and contract mechanisms by that Infrastructure Manager. i.e., TfL
Purpose
This business process mandates the application of the Sentinel Scheme Rules to Network Rail, Individuals, Sponsors and Training and Assessment Providers.
This also aligns the requirements and approach within the Network Rail standards framework, allowing for a clearer reference of compliance needs from other standards and reducing the potential for conflicting requirements when those supporting documents are updated.
