Scope and Applicability.
This instruction applies to all Navy and Marine Corps activities engaged in the use of Nuclear Regulatory Commission (NRC) specifically licensed byproduct material, special nuclear material, source material and acceleratorproduced radioactive material covered under reference (c). It also applies to activities pertaining to non-specifically licensed radioactive material described in reference (d) and includes the oversight of industrial radiation producing machines programs. It does not apply to radioactive materials transferred from the Department of Energy to the Department of Defense per section 91B of the Atomic Energy Act of 1954. Nor does it apply to radioactive materials produced as a consequence of the construction, operation, servicing or maintenance of naval nuclear propulsion plants, per reference (e).
Purpose.
To establish the Naval Radiation Safety Committee (NRSC) for comprehensive administration of radiation safety for the Department of the Navy per reference (a), modeled per reference (b). Responsibilities associated with regulated use of radioactive materials and industrial radiation producing machines within the Navy and Marine Corps are identified. This instruction has been administratively revised and should be reviewed in its entirety.
