The document is relevant to the design of earthworks for which the applicable Company Standards and/or Business Process Documents are the responsibility of Network Rail's Professional Head of Civil Engineering.

The scope of this document excludes sites with modes of failure involving rapid deterioration as the mode of failure precludes the use of Observational Approach - these include the following;

• rock cuttings and rock slopes,

• slopes subject to scour or flooding

• slopes subject to rapid deterioration in condition where site monitoring is unlikely to provide relevant data in relation to trigger criteria to enable planned modification within the required timescale.

• sites where risk assessment shows unacceptable risk if the Observational Approach is used.

Purpose

This document supplements RT/CE/S/071: Design of Earthworks, Earthwork Remediations and Geotechnical Aspects of Foundations for Structures.

The purpose of this document is to give guidance on the use of an Observational Approach to the application of factors of safety on earthworks remediation design.
