This document specifies an annotation language for visual information, based on VoxML, a modeling language for the visualizations of concepts and actions denoted by natural language expressions in 3-dimensions. The specification of the VoxML-based annotation scheme conforms to the requirements laid down by ISO 24617-6:2016 Principles of semantic annotation on the specification of semantic annotation schemes, while being supported by ISO 24617-7:2020 Spatial information and ISO 24617-14:2023 Spatial semantics. The adoption of VoxML as a semantic basis is necessary for the 3D simulation and visualization of actions and motions taken by both human and artificial agents in real-life situations.
