This Specification applies to all equipment and systems provided solely for operational purposes and any equipment and systems which are indirectly used for safety related purposes. The division of responsibility is between the Finance Lease maintainer and other maintainers where a service is provided by Grant of Use or other business terms and conditions.

Purpose

This Specification defines the boundaries between different parts of the telecoms network. It sets out a clear demarcation of maintenance responsibilities. In particular, it provides clear direction when failures arise as to what extent a contractor needs to investigate to establish whether their equipment is working normally.
