scope:
Purpose.
This instruction establishes the Military Targeting Committee (MTC) as a federation of senior targeting representatives from the Joint Staff (JS), Combatant Commands (CCMDs), Services, Department of Defense (DoD) Combat Support Agencies (CSAs), Intelligence Community (IC) and ICelements, sub-unified commands, and Five Eyes (FVEY) partner nations. The MTC's role is to propose, review, debate, analyze, and prioritize targeting issues of mutual concern and, when appropriate, decide on and implement enterprise solutions. This instruction establishes the composition of the MTC and its Executive Steering Committee (ESC), defines the responsibilities of MTC members, and directs the annual development of the MTC Action Plan (MAP).
