The data presented here addresses civil engineer tasks associated with development of airfields, facilities, utilities, base defense, and other key infrastructure and services at remote, austere, or bare base locations. For this document, "bare base" means "an installation having minimum essential facilities to house, sustain, and support operations to include, if required, a stabilized runway, taxiways, and aircraft parking areas. A bare base should also have a source of water that can be made potable. Typically, Air Force beddowns at contingency locations rely on the use of Basic Expeditionary Airfield Resources (BEAR), or other mobile assets. Prime Base Engineer Emergency Force (Prime BEEF) team leaders, supervisors, and other members may find the information and procedures addressed here useful when organizing, managing, and executing base development operations. Users of this publication are assumed to have a basic knowledge of BEAR assets and their use-readers without this fundamental knowledge should review AFPAM 10-219, Volume 6, Planning and Design of Expeditionary Airbases.
