Purpose

This NASA Procedural Requirements (NPR) document provides guidance for implementing the processes, requirements, and responsibilities for Agency technology transfer activities.

Applicability

a. This NPR applies to NASA Headquarters (HQ) and NASA Centers, including Component Facilities, Technical, and Service Support Centers.

b. This language applies to the Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center (FFRDC), other contractors, recipients of grants, cooperative agreements, or other agreements only to the extent specified in its contract.

c. NASA HQ has overall responsibility for the Agency technology transfer activities as well as the local responsibility for technologies developed through HQ activities. Each NASA Center is responsible for conducting local technology transfer efforts in support of Agency-wide efforts, including use of common infrastructure and processes.

d. The technology transfer responsibilities in this policy set forth for programs and projects apply whether performed by recipients of NASA contracts, grants, or cooperative agreements to the extent as referenced or identified in the appropriate contracts, grants, or agreements.

e. In this NPR, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

f. In this NPR, all document citations are assumed to be the latest.
