Purpose

a. This NASA Procedural Requirement (NPR):

(1) Implements requirements for the Energy and Water Management (EWM) program under NASA Policy Directive (NPD) 8500.1, NASA Environmental Management, which establishes NASA policy to: (a) Maintain compliance with applicable external requirements.

(b) Reduce environmental risk to mission.

(c) Incorporate sustainable practices.

(d) Maintain an Environmental Management System (EMS) in accordance with NPR 8553.1, NASA Environmental Management System.

(2) Establishes the means by which NASA will reduce energy/water (EW) risk to mission by increasing the life-cycle cost-effective use of EW efficiency methods, renewable energy sources, and resilient EW systems in compliance with Federal law, Executive Orders (EOs), and NASA policy.

(3) Enhances EW security and resource availability for current and future mission requirements through the EWM program's comprehensive, integrated approach to EW strategy development; EW risk management; master and project planning; and design, implementation, operation, maintenance, and management of EW systems and assets.

(4) Promotes mitigation of EW-related climate change risks and impacts and use of lower impact energy sources.

(5) Promotes Agency support of comprehensive Center and Component Facility EWM programs.

b. The NASA Energy and Water Management Guidance Handbook1 contains explanatory material to guide implementation of the requirements of this NPR.

Applicability

a. This NPR is applicable to NASA Headquarters and NASA Centers, including Component Facilities and Technical and Service Support Centers. This language applies to the Jet Propulsion Laboratory (JPL), a Federally Funded Research and Development Center (FFRDC), and to other contractors, grant recipients, or parties to agreements only to the extent specified or referenced in their contracts, grants, or agreements.

b. In this directive, all mandatory actions (i.e., requirements) are denoted by statements containing the term "shall." The terms "may" or "can" denote discretionary privilege or permission, "should" denotes a good practice and is recommended, but not required, "will" denotes expected outcome, and "are/is" denotes descriptive material.

c. In this directive, all document citations are assumed to be the latest version, unless otherwise noted.
