This manual sets out the minimum requirements for the training and competency assessment of individuals who undertake signal engineering activities on Network Rail managed infrastructure.
It might be appropriate for individuals in signal engineering roles to hold selected competences associated with other engineering disciplines in order to fully discharge their roles. These competences are managed through the competence standards of the relevant engineering discipline.
This manual applies to all employers and individuals who undertake work on or related to signalling assets of Network Rail owned and managed signalling infrastructure, unless the employer can demonstrate fundamental equivalence in the assurance of employee competence by using an alternative system.
This manual is comprised of two levels of document. The Competence Standard defines the Competence Frameworks in scope & overarching applicable detail.
The Competence Standard Modules define the detail associated with each Framework and Competence.
The Competence Standard Modules in scope of this manual are set out in Table 1.
NOTE: Transitional instructions for the published Competence Standard Modules are set out in Appendix A.
Purpose
This manual describes the requirements f or individuals who undertake signal engineering work to attain competence and hold the appropriate competences to perform the work safely and correctly.
