Purpose of This Order.
This order establishes policy and provides information on how the Flight Standards Service (FS) creates, reviews, publishes, evaluates, amends, and cancels directives and guidance documents. This information should be utilized as a foundation for all document production within FS. This order contains guidance that is pertinent to DOT Order 2100.6A, Rulemaking and Guidance Procedures, Office of Management and Budget (OMB) Bulletin No. 07-02, Agency Good Guidance Practices (GGP), and Executive Orders 12866, Regulatory Planning and Review, and 13563, Improving Regulation and Regulatory Review.
