Scope of Guidance Document

This document contains guidance and recommendations for the development of standardized LC2L procedures for (a) the uncrewed aircraft (UA) flying on an instrument flight rules (IFR) flight plan (b) air traffic control (ATC) supporting those flights and (c) the RP while the UA is in a LC2L state. The guidance and recommendations are provided to various stakeholders to ensure safety and predictability while the UAS is in a LC2L state. The document covers all controlled and uncontrolled airspace classes, except Class E above Class A, and all phases of the UA flight to include taxiing on airport movement areas. Uncontrolled airspace discussion is limited to IFR departures and arrivals at nontowered airports. It does not include discussion on Title 14 Code of Federal Regulations (CFR) Part 107, recreational UAS, rotorcraft, powerlift aircraft operations flown in an uncrewed configuration or emergency situations.
