This standard applies to Operations & Customer Services (O&CS), National Delivery Services (NDS), Investment Projects, Asset Management - Renewals and Infrastructure Maintenance (and all contractors working on behalf of each NR function) when applying for engineering access on the railway infrastructure. It applies to NDS, responsible for granting and coordinating engineering access and to O&CS, responsible for managing the Network Rail interface with Train Operators.
Resource planning refers to those resources supplied by NDS. It includes the planning of engineering trains and on-track machines for maintenance, renewals and investment projects activity but not the train timing of these. It does not cover the planning and timing of WTT and amended train services for Network Rail's passenger and freight customers.
This standard does not mandate the detail of how work plans are developed within Network Rail functions. Infrastructure Maintenance, Asset Management - Renewals (AM-R) and Investment Projects (IP) each have their own detailed work planning standards and process documents, compatible with the timescale and quality requirements contained in this standard.
Purpose
This standard describes the principles, key activities, timescales and required work plan information quality applicable to the planning of access and resources to support the delivery of maintenance, renewals and enhancement works on the railway infrastructure.
