Scope and Applicability.
This instruction applies to all Navy and Marine Corps aircraft programs of record. All programs will establish and manage approved engine readiness goals, engine module readiness goals, regardless of mission or sustainment strategy, including engines managed under performance based logistics or contractor logistics support strategies. Propulsion sub-system candidates suitable for the establishment of a propulsion sub-system readiness goals will be identified on a case-by-case basis, as directed by the Propulsion Readiness Steering Committee (PRSC) and Propulsion Management Board. The decision to develop a specific propulsion sub-system readiness goals will be dependent on naval aviation enterprise risk-based decision making or the opportunity demonstrated by a business case analysis.
Purpose.
a. This instruction defines naval aviation enterprise policy, roles and responsibilities for defining, developing, approving and updating the engine, engine module and propulsion sub-system readiness requirements necessary to execute the National Military Strategy (NMS) and Optimized Fleet Response Plan (OFRP). Additionally, this instruction describes the methodology to establish engine, engine module and propulsion sub-system readiness goals.
b. Major changes to this revision include updated Chief of Naval Operations (CNO) goals, revised engine readiness goals, detailed measures of effectiveness and better defined responsibilities. This instruction is a complete revision and should be reviewed in its entirety.
