This Standard incorporates the quality management system requirements of JIS Q 9001 : 2015 in its entirety and specifies the quality management system requirements for the handling of reused batteries that are required of secondary users who handle and conduct business with them. Note that the requirements specified in this Standard supplement (not replace) customer and applicable statutory and regulatory requirements.

Where there is a conflict between the requirements of this Standard and customer or applicable statutory and regulatory requirements, the latter shall prevail, provided that the intent of the standard is not departed from.

In order to clarify the scope of this Standard, an example of typical organizations involved in a typical battery reuse process are shown in Figure 3. The organizations involved in this process, which is dealt with in the battery reuse quality management system, shall be those in the area enclosed by the dashed line in Figure 3. This Standard is applicable to any organization that falls within the area enclosed by the dashed line in Figure 3 and that carries out the following :

a) remove and collect used batteries;

b) conduct performance measurements on used batteries;

c) store reused batteries;

d) design systems using reused batteries;

e) manufacture products using reused batteries;

f) combine several of a) to e) to conduct business.

In addition, the handling of goods and information handled by the target organization is also important in this Standard; therefore, examples of the flow of goods and information to be covered are shown in Figure 4 (arrows).

The requirements of this Standard may be integrated into, or realised as part of, an organization's existing management system or business processes.

The requirements of this Standard may be covered and implemented across multiple organizations, depending on the organization and what is to be implemented as quality management.

This Standard is for the quality management required of organizations involved in battery reuse, and the required specifications for products using individual reused batteries are specified in the standards corresponding to the individual products and in the reused battery product standard.
