- and all their staff with responsibilities for asset maintenance and renewal (including the management and reimbursement of contractors providing such services), maintaining asset data bases and the production and procurement of new contracts. It also covers the upkeep and future development of the MIMS system. NOTE: Current zone/regional organisations - the organisations across the zones and regions are not identical and are still subject to change:
• Where regions have been created they shall be deemed to be the equivalent of zones for the purposes of this procedure.
• On some zones and regions the Business Development Manager and Head of Projects posts have been amalgamated into the new post of Investment Manager. In this procedure the responsibilities are given as BDM/IM and HOP/IM and whichever designation exists shall be deemed to apply.
• On some zones and regions the Asset Manager no longer acts as Employer's Representative under the infrastructure maintenance contract these responsibilities having been passed to General Managers or other posts (e.g Maintenance Manager on GW Zone). This is reflected in this procedure but in cases where the designations "Asset Manager" and "General Manager" are not in use, or have differing roles, the equivalent post-holder shall be deemed to assume those responsibilities. (See 4.8 regarding allocation of such responsibilities)
Currently MIMS has been designed to apply comprehensively to the IMC2000 infrastructure maintenance contracts and this is reflected in this issue of the Procedure. Any future releases of MIMS to extend its application will result in a reissue of this Procedure.
Significant parts of MIMS (predominantly work and asset management) will also be applied to existing RT1A and IMC2 infrastructure maintenance contracts
Purpose
As part of Railtrack's MIMS Implementation Programme, MIMS has been introduced as a system for managing and recording asset maintenance and track renewal activities undertaken by Infrastructure Maintenance Contractors.
For the configuration and use of MIMS a suite of Process Operating Policies (POPs), MIMS Operating Policies (MOPs), detailed procedures and Asset Data Management Procedures (ADMs) have been produced and these are contained within a computerised Knowledge Base available to users on line.
This Procedure mandates the use of the MIMS system and its
associated processes/procedures
