Certain hazards and risks arising during testing of new rolling stock may be controlled by Special Operating Instructions. This Code of Practice describes a process by which such Special Operating Instructions, which do not require the provisions of the Rule Book Section T(iii), may be developed.

The advice contained in this Code of Practice applies to Railtrack Zones/Regions and Projects, and applies to the testing of new vehicles where otherwise a T(iii) absolute possession would be considered as a risk control measure. Projects include the Railway Safety Case Duty Holder (the Train Operating Company).

Purpose

The purpose of this Code of Practice is to provide advice to Railtrack Zones/Regions and Projects on a process for controlling to "as low as reasonably practicable" (ALARP) the hazards and risks arising from the testing of new rolling stock without taking an absolute possession of the line in accordance with the Rule Book Section T(iii).

It supplements the advice given in GM/RC2559 Safe Testing of Rail Vehicles on Railtrack Controlled Infrastructure.
