This Standard applies to all:-
• Network Rail sponsored Rules Change proposals
• Briefings of Rule Book updates (including those published in the PON) to Network Rail staff
Purpose
This Standard details the arrangements to be applied for the Management of Rule Book change and provides a framework for:-
The review by Network Rail of proposed changes and additions to the Rule Book prior to validation at the RSSB Traffic Operations Management Standards Committee. This process is to measure:-
a) The effectiveness and impact of the proposed change on Network Rail as a business (e.g. Engineering, Operations and Finance etc)
b) The likely impact upon Network Rail Standards and processes and the possible requirement to create new (or update existing) standards or processes to support the proposed primary change
c) The likely degree and structure of the required briefing for Network Rail staff to deliver effective compliance against the new requirements
d) The likely impact upon competency management and training requirements for Network Rail as a business
The outputs from the above create an agreed cross business recommendation as to the effect of the proposal from a functional, business and financial perspective.
• The production of briefing materials to support the implementation of Rule Book Briefings to Network Rail staff (including Periodic Operating Notice rules changes)
Note:- This Standard supports the mandated briefing requirements identified in NR/L2/EBM/STP001.
