This procedure applies to all Network Rail employees who have responsibilities for managing, maintaining and administering of competence.

This document defines the three key processes that are used when completing:

• initial competence assessment;

• competence review;

• verification.

This document also defines the processes that are used to:

• approve assessors;

• facilitate knowledge tests;

• issue Authority to Work and/or Sentinel Card certification.

These processes apply to any competences contained within the Network Rail competence standards and defined in Oracle as "in scope" of Assessment in The Line.

Purpose.

This procedure sets out the responsibilities, scope, methods and processes to be followed in order to confirm that the competence of an employee of Network Rail matches the requirements of their post and to establish any training, support or development they require to maintain their competence.
